What Is Good Quality?
That depends on your business strategy. 

If your strategy targets quality conscious, high spending, business users, then you will need quality that is superior to your competitors in the places and times that matter to these users. If, on the other hand, you are specifically targeting cost conscious young consumers, then you probably want to deliver a quality which is “in touch” with competition but which avoids expensive “gold plating” of the network.

To be truly successful however, your consumers have to perceive your network as being a high quality network relative to your competitors.
